Procedure 2145 - PHYSICAL EDUCATION WAIVER AND EQUIVALENCY CREDIT

Highline Public Schools shall emphasize the work of physical education, and carry into effect all physical education requirements established by rule of the superintendent of public instruction.  Therefore all will students participate in the state-mandated requirements for physical education:

  • All students in grades one through eight are required to meet an average of 100 minutes of physical education each week.
  • 1.5 Physical Education credits at the high school level

In accordance with RCW 28A.230.050, RCW 28A.230.040, and WAC 392-410-136 students may request to waive physical education and substitute equivalency credits.  The following steps outline this process:

  1. Students who need accommodations for religious beliefs or physical disabilities will still participate in the physical education class, but with modifications made based upon a pre-determined plan (i.e., IEP, 504, or limited activity form).  Modifications may include participating in a different activity and completing cognitive components in place of physical activity. The student’s counselor will work with the physical education teacher to ensure that the student has been accommodated appropriately with alternate physical education learning experiences in accordance with district and state health and fitness standards.  Students must complete the Physical Education Alternate Activity Form.

  2. All students at the high school level will take PE5300. This course is a pre-requisite for all other physical education courses and is designed to deliver and assess the Washington state Health & Fitness academic learning requirements.  It is also the course that will include the district mandated Physical Education Critical Concept Assessment.   Students desiring to receive equivalency credit for PE5300 must complete the Physical Education Waiver Application Process (Fill out Physical Education Waiver Form A).  The building P.E. Waiver designee, student’s counselor, and school administrator will review all applications and approve or deny.  Approved applications will be eligible to take the equivalency credit course for PE5300.  Students denied a waiver can appeal to the district P.E. program manager.

  3. Students desiring to receive equivalency credit for P.E. electives at the secondary level through directed athletics must complete the Physical Education Waiver Application Process (Fill out Physical Education Waiver Form B).  Students approved for this equivalency credit must complete the Directed Athletics course as described in the Directed Athletics syllabus. The building P.E. Waiver designee and student’s counselor will review all applications and approve or deny.  Approved applications will be eligible to receive P.E. equivalency credit through directed athletics.  Students denied a waiver can appeal to the district P.E. program manager.
