Capital Projects Oversight Committee

Meeting Summary: November 10, 2025
The Capital Projects Oversight Committee met to review quarterly progress on major projects funded by the 2022 bond, as well as critical needs, grant-funded, and non-bond projects.
All 2022 bond projects are on time and within budget.
Below is a summary of updates the Oversight Committee received during the meeting.
New Transportation Building: Occupied!
The new Transportation Building is open and in use. The transition of 120 bus drivers and administrative staff out of Buildings J and L into the new Transportation Building (L) is nearly complete. The modular, customized facility includes offices, restrooms, a kitchen, and large and small collaboration spaces. Punch-list items remain, such as adding clocks and new dispatch radio equipment, and finetuning building operations. Oversight Committee members viewed a 360-degree tour of the new building provided by the building manufacturer.
Pacific Middle School: Construction & Power Coordination
Ongoing construction at the Pacific site includes foundation and utility work. There have been delays in securing temporary power from Puget Sound Energy. A planned shutdown and energization is scheduled for Sunday, December 7, to minimize disruption to the adjacent Mount Rainier High School and Midway Elementary School.
Evergreen High School: Parking & Site Improvements
Most parking stalls at Evergreen High School are now complete, allowing staff to park on campus instead of at the Evergreen Aquatic Center. Remaining work includes completing the stormwater vault system and connecting the main entrance parking lot to the student parking lot. Crews are also building new synthetic turf baseball and softball fields on the site of the original school. Progress is weather dependent in the fall and winter but is expected to be completed by June 2026.
Punch-List Items at Tyee and Evergreen
Additional furniture requests, including more outdoor benches at Tyee, along with other punch-list items at the two new high schools, are expected to be completed by winter break.
Valley View Project & Grant Funding
New furniture and classroom items have been moved into the three new classrooms and one office space in the additional classroom building that was installed at Valley View Early Learning Center. The occupancy date depends on coordination with the water district and city, but we expect students and staff will be able to start using it in January or earlier. The project is funded by a state Commerce grant plus non-bond funds.
Telecommunication System Upgrades & Budget Adjustments
The “TCU Overlay” project refers to districtwide telecommunication upgrades planned for the Electrocom (intercom public address) systems in our buildings. Some of the projects are shifting from partial to full replacement of the main PA control panel due to outdated equipment. This change has increased costs and required budget adjustments within this critical needs project.
Sylvester Middle School: Carpet Replacement Emergency
A carpet replacement at Sylvester Middle School in the long main building was necessary after a steam leak was discovered in the tunnel beneath the hallway on the weekend before school started in September. Contractors are currently reviewing time and materials costs. She said an epoxy was applied on the concrete slab before installing the new carpet to serve as a barrier to further steam leaks in the tunnel below the hallway to avoid the same odor and moisture issues; however, the old steam pipes throughout the 70-year-old school will continue to have leaks develop.
Budget Changes & Encumbrance Updates
Recent budget updates include reallocating funds from the Maintenance, Operations & Transportation (MOT) campus building J, adding the Evergreen Aquatics Center soffit replacement project, and funding the Sylvester carpet replacement. Updates were also shared on current encumbrances for the TCU, Evergreen and Tyee projects.
