Every student in Highline Public Schools is known by

and graduates prepared for the future they choose.

In spring 2023, the school board adopted four new strategic goals, grounded in Our Promise to know every student by name, strength and need. This year's annual report moves beyond numbers to share personal stories and real-world impacts from the 2023-24 school year.Along with the Strategic Plan Dashboard, which tracks our progress through data, these stories show how we are achieving our four goals: creating a culture of belonging, prioritizing innovative learning, focusing on bilingual and biliterate skills, and preparing students to be future ready.

We track student survey data to measure progress in students' sense of belonging. Students' sense of belonging in grades 6-12 increased from 36% to 39%.

We track 11th-grade student survey data to measure progress in students' college and career readiness. Students' confidence for college and career readiness increased from 81% to 86%.

The percentage of Industry Recognized Credentials awarded increased significantly, rising from 16% to 30%.

Seth's Story: Including Students of All Abilities

If you spend time at McMicken Heights Elementary, chances are you will meet Seth Bobbitt. His laugh is contagious. His curiosity is infectious. School is his happy place. Seth was born with Down syndrome. His family wanted a school experience where Seth could learn, play and grow alongside his peers. We track student survey data to measure progress in students' sense of belonging. Among students in grades 6 through 12, scores increased from 36% in Spring 2023 to 39% in Spring 2024. While this reflects meaningful growth, the district's overall target for Year 1 was 49%, with 43% of students reporting favorable responses on the Spring 2024 survey.

We track staff perspectives from staff survey data and measure progress in staff’s sense of belonging. In 2022-23, 56% of staff reported favorable responses in the sense of belonging category. Our target for 2023-24 was 61%, and the Spring 2024 survey showed improvement with 58% favorable responses.

Over the past year, students and staff have continued to see remarkable results. Why GROWTH Matters

Proficiency shows if a student meets grade-level standards, while growth shows progress over time.

We track student growth to see how much progress each student makes during the school year. Tools like i-Ready show us where students are and how they’re moving toward grade-level goals. Growth data helps us see if students are catching up, staying on track, or need extra support.

For example, a student who recently moved to the United States and does not yet know English might start out behind in reading and writing compared to their peers. However, as they work on their language and reading skills, they can make a lot of progress, even if they haven’t caught up to their grade level yet. By measuring both growth and proficiency, we can celebrate their progress while creating plans to ensure they continue moving forward.

iReady ELA growth increase by 3 percent
i-Ready measures K-8 student growth and proficiency in Literacy. This year, literacy growth increased by 3%, marking important progress toward meeting grade-level expectations. While this growth is a positive step, we remain focused on achieving our goal of a 5% annual increase in literacy growth, highlighting the need for continued efforts to support our students.
iReady growth in Math by 4%

i-Ready tracks K-8 student growth in Math. This year, student math growth improved by 4%, helping students move closer to meeting grade-level expectations. While this progress is encouraging, we remain focused on achieving our goal of increasing growth by at least 5% annually to ensure students meet or exceed grade-level expectations.

Students, families, and staff shared ideas on how our secondary schools can better prepare our students for life after high school. Our comprehensive high schools (Evergreen, Tyee, Highline and Mount Rainier) received weekly coaching to rethink and transform secondary education with more equitable and effective learning environments. Four schools ran pilots in the 2023-24 school year.

Mariachi Classes Strike a Chord

At Evergreen High School, students are connecting deeply with their culture and school through music. In the 2023-24 school year, we proudly launched Mariachi classes at Cascade Middle School and Evergreen and Highline high schools. Experience the vibrant sounds, feel the rhythm and see the impact these classes are having on our students.

298 students earned a seal of biliteracy
On average, 298 students earn the Seal of Biliteracy each year, recognizing their high proficiency in speaking, reading, and writing in one or more languages in addition to English. Our 2023-24 goal was to increase of the number of students earning the state Seal of Biliteracy by 7% annually. 
12 percent increase
Enrollment in the Dual Language Program has increased by 454 students, a 13% increase!  This growth means more students are expanding their language skills and opening doors to new learning experiences.

In PSSC’s Dental Assisting program, students step into a real dental clinic, assisting with cleanings, x-rays, and patient care. They don’t just learn about dentistry—they experience it. From mastering dental procedures to patient communication, they’re preparing for careers in this vital, hands-on healthcare field.

PSSC’s Institute for Culinary Arts & Sciences Program

Students in PSSC’s Institute for Culinary Arts & Sciences Program learn how to excel in the food and beverage industry. Students have a range of aspirations—becoming a professional chef, opening their own restaurant or authoring a cookbook. Students run the Class Act Restaurant, crafting meals for real customers. Every day, they manage the kitchen, create new dishes, and serve diners. They’re not just learning—they’re already cooking up careers in the culinary industry.

Future-Ready Careers at PSSC

The classrooms at Puget Sound Skills Center (PSSC) are not your typical high school classrooms. One is an auto body shop, full of cars that students fix and paint. Another is a dental clinic, where students help patients with cleanings and x-rays. At the Class Act Restaurant, students cook and serve diners daily. It's not uncommon to spot firefighting students practicing drills across campus. These are just a few examples of the 19 diverse programs and learning spaces offered at Highline's PSSC.

At Maritime High School, students don't just learn about the sea, they learn on it. From fighting simulated fires in full gear to navigating the waves aboard the Admiral Jack ferry, this school merges classroom learning with hands-on experience. Maritime High School prepares students for a future in a vital industry facing a workforce shortage. Open to all, this school is a beacon for those drawn to maritime careers, providing not just education but a direct route to meaningful, well-paying jobs.

Understanding How Schools Get the Support They Need

We also monitor the Washington School Improvement Framework Indicators developed by the Washington Office of Superintendent of Public Instruction which aims to identify how schools can improve the education of all students

The Washington School Improvement Framework helps schools enhance education for all students. It uses up to nine indicators—like graduation rates, attendance, and state test performance in math and English language arts—to calculate a 1-10 score. This score determines the level of state support the school receives to improve.
