Bonds and Levies
Highline Public Schools is considering a school construction bond and capital technology levy for fall 2026. We anticipate the proposals will be introduced to the School Board in June. If either measure moves forward, voters would make the final decision.
The bond recommendation was developed through the community-led Capital Facilities Advisory Committee (CFAC).

Bond Planning
How the bond recommendation is developed
Many Highline school buildings are now more than 60 years old. They were not designed for how students learn today. Aging systems, safety standards, accessibility needs, and rising maintenance costs require careful long‑term planning.
The bond recommendation was developed through a community-led process. Over the past two school years, the Capital Facilities Advisory Committee has reviewed building conditions, site challenges, enrollment trends, costs and community feedback.
If approved, a future bond could fund:
- Replacement and modernization of aging school facilities
- Improvements to health, safety, accessibility and building systems
Specific projects would be finalized only if the School Board approves a bond measure for the ballot.

Why Highline is considering a technology levy
Technology supports teaching, learning, safety, communication and daily district operations. State funding does not fully cover these costs, so many Washington school districts rely on local levies to maintain these systems.
How the levy decision will be made
District staff are developing a proposal for School Board review. The School Board will decide whether to place a capital technology levy on the ballot. Voters would make the final decision.

- Cybersecurity protections and critical operational systems
This levy is intended to maintain essential systems that support learning and district operations.
What Happens Next
CFAC will formally present its bond recommendation to the School Board. The School Board will decide whether to place a bond and/or levy measure on the ballot. If placed on the ballot, voters make the final decision.
