School Construction Bond

The school construction bond would fund safe, healthy schools for Highline students.

The bond would fund projects to replace aging schools, improve safety and accessibility, address health-related building needs and update learning environments for students and staff. The bond package includes: 

  • Replacement of Sylvester and Cascade middle schools  
  • Complete a partial rebuild and major renovation at Chinook Middle School  
  • Rebuild the Southern Heights site to serve CHOICE Academy 
  • Provide funding to design a new Hilltop Elementary and Valley View Early Learning Center 
  • Address critical needs such as roof replacements and new HVAC systems at schools districtwide  

The school construction bond would build learning spaces that prepare students for the future. 

The bond would fund new classrooms and flexible learning spaces in middle schools for career and technical education (CTE), Science, Technology, Engineering and Math (STEM) learning, hands-on instruction and programs connected to Highline’s goal of helping students graduate prepared for the future they choose. 

  • Create new middle school learning spaces  
  • Expand opportunities for career and technical education and STEM learning  
  • Build classroom space for hands-on, project-based instruction  
  • Provide classroom spaces for programs connected to college and career pathways  

The school construction bond would fund school improvement projects districtwide.  

The bond would replace aging building systems, complete critical repairs and protect school facilities so they continue serving students and the community for years to come. 

  • Replace aging roofs, heating and ventilation systems, plumbing, electrical systems and fire alarms  
  • Complete critical maintenance projects across Highline 
  • Improve accessibility and safety at schools  
  • Provide planning and initial design funding for future improvements at Hilltop and Valley View

The bond recommendation was developed through a community-led process. Over the past two school years, the Capital Facilities Advisory Committee has reviewed building conditions, site challenges, enrollment trends, costs and community feedback.
