Choice Transfer Release

Students wishing to leave Highline Public Schools to request attendance in a different school district must submit a Choice Transfer Request (CTR) release through the Parent Portal.

Parent Portal

What is the Parent Portal?

The parent portal is a Choice Transfer Request Portal (CTRP). It allows families to:

  • Initiate a Choice Transfer Request (CTR)
  • Submit the request electronically to their resident school district

When a CTR is submitted through the portal, the request remains under review by the resident district until a release decision is made by the resident district by pressing the release button. Next, both districts are immediately notified.

If Your Resident District Is Not Listed

Some school districts, charter, and tribal schools do not participate in the CTRP. If your resident district does not appear in the portal's drop-down menu option, families will be directed to contact that resident district directly to obtain the appropriate transfer form.

Choice Transfer Request Portal

Important Information

  • Submitting a Choice Transfer Request does not withdraw a student from their current school or resident district.
  • If a transfer request is approved, families are encouraged to notify the current school as a courtesy.
  • A student is formally withdrawn from Highline Public Schools only after enrolling in the requested school district.
  • If a transfer request is denied, the student will continue enrollment in Highline Public Schools.

Choice Transfer vs. Inter-District Agreement

  • Choice Transfer Requests are used for full-time enrollment in a school district where the student does not reside. 
  • Inter-District Agreements allow for part-time or dual enrollment between two districts.

Families requesting full-time enrollment outside their resident district should submit a Choice Transfer Request.
