Exceptions to Boundary Changes
We enrolled students in their 2019-20 neighborhood school(s) unless they:

Have an approved in-district transfer. In-district transfers continue through the highest grade of the requested school. In-district transfer approvals are based on transfer criteria priorities.

Are enrolled in a Dual Language program that is not available at their neighborhood school or space is not available in the program at their neighborhood school.
-
Receive services from Special Education or Highly Capable (Challenge) program not available at their neighborhood school. See updated fall 2019 locations and feeder pattern for the Challenge program.

Receive services through the McKinney-Vento program for students experiencing homelessness.
-
Receive services from the Washington State Department of Social and Human Services foster child program.
-
Are in 11th grade. Students in 11th grade will continue at their current schools for their senior year.

Were in 9th or 10th grade in 2018-19, lived in a boundary change area, and submitted an opt-in form by March 21, 2019 to stay at their high school. This included 9th- and 10th-grade students in the Challenge/highly capable program. Here are more details about transportation and the opt-in form.

Were enrolled in a school of choice, such as Big Picture (grade 6-12), CHOICE Academy (grades 6-12) or Raisbeck Aviation High School (grades 9-12). This exception included students selected by lottery from Evergreen, Highline and Tyee service areas to enroll in the International Baccalaureate program at Mount Rainier High School.

Letter to Families
Letters will be mailed the last week of November to Highline Public Schools families who have one or more students who will change schools for fall 2019.
The letter will list new neighborhood school feeder patterns and exceptions.
For families with students in a dual language program, the letter includes specific information about the location of the dual language program for your student's grade level. Students will remain at their current school if dual language is not available at their grade level at the new neighborhood school.
Helping Students Through the Transition
2019 will be a year of transition districtwide. Students throughout our district will be making transitions, either due to boundary changes or to the expansion of middle school to include sixth grade.
We understand boundary adjustments can be difficult for students who have to change schools. Children take cues from the adults who care about them. All of us--families and school staff--can ease the transition for students by being positive and expressing confidence in their ability to adapt to a new school.
Our staff will support students in this transition with a priority on strong relationships. Families are invited to visit their fall 2019 school(s) and get connected this year.
Communication Plan
In addition to sending letters in late November 2018 to families impacted by boundary changes in 2019-20, information about boundary changes will be shared with families and community members districtwide. We will use email, notifications via mobile app, text messages, school website articles, eflyers, social media and press releases to local news blogs.
We will continue to communicate with school staff so they can be informed and support families during this transition. We include regular updates in the weekly staff enewsletter and in a weekly packet of items sent to school administrators to share with staff.

- Students currently in fifth and sixth grade at Shorewood, Mount View, White Center Heights and Hazel Valley elementary schools will attend Cascade Middle School in fall 2019 when service areas change and middle school expands to include sixth grade.
- Students living in the new Hazel Valley boundaries who are currently in seventh grade at Sylvester Middle School will be enrolled at Cascade Middle School for eighth grade.

High Schools
There are fewer changes to high school service areas compared to middle school or elementary school boundaries. With the exception of Hilltop Elementary, all the other elementary schools will feed into the same high schools in fall 2019 as they do now. A few boundary changes at the elementary level do affect the high school service area boundaries.
The biggest change for high schools is that students will be feeding from one, two or three middle schools rather than only one. With the addition of a fifth middle school (Glacier Middle School), we now have five middle schools feeding four high schools.

- A northern portion of the existing Hazel Valley Elementary service area will become part of the Shorewood Elementary service area. Students entering grades 9-11 from this area will be enrolled in Evergreen High School in fall 2019 rather than Highline High School.
- A southern portion of the Mount View Elementary service area will become part of the Hazel Valley Elementary service area. Students entering grades 9-11 from this area will be enrolled in Highline High School in fall 2019 rather than Evergreen High School, unless they are in dual language, in which case they will continue at Evergreen.
