Non-resident Students

Students that live outside of Highline Public Schools boundaries are considered non-resident students. Those students wishing to request attendance to Highline Public Schools as a non-resident must request a Choice Transfer Release with their resident school district.

Application for Non-Resident Students

Non-resident Students Are Those Who Do Not Live Within Highline Public Schools (HPS) Boundaries.

Highline Public Schools considers non-resident enrollment applications as long as the anticipated needs of resident students are met first. The application process takes into consideration space, whether or not the acceptance of the applicant will result in financial hardship on Highline Public Schools' resources, and other factors. Non-resident assignments are for a one-year academic year only. Non-resident requests will not be placed on a waiting list, and some schools, grades, or programs may be closed to non-resident enrollment.

Definitions:

New Non-Resident Students: A new non-resident student is a student that has never attended Highline Public Schools. See section "Requirements for New Students" below for application information.

Non-Resident Renewal Students: A student requesting to attend the same school attended the full school year prior or a school within a schools feeder pattern boundaries . See section "Requirements for Renewal Students" below for application information.

Non-Resident Students Applying to Choice Schools: A student that lives outside of the district requesting attendance to a choice school. See the next drop-down menu option for "Requirements for Students in Choice Schools or Open Door Programs."

Important Information: 

If you should receive an approved transfer, the student will not be eligible for Highline Public Schools transportation, except when required under 504 of the Rehabilitation Act of 1973, the Individuals with Disabilities Education Act (IDEA) or if the student qualifies for McKinney-Vento services.

Choice Schools Include: CHOICE Academy, Big Picture, Raisbeck Aviation High School; Maritime High School, IB Programme at Mount Rainier High School, Virtual Program at Seahurst, Highline Virtual Academy, Open Door Programs, and Puget Sound Skills Center.
